“The Rutgers Commuter Student Association is an inclusive volunteer student organization whose primary role is to serve commuter students’ needs and interests while building a community on campus. RCSA promotes commuter student integration into the larger Rutgers population through programming and advocacy with other student organizations, committees and departments.“
RCSA is a collective organization for students who want to use their skills in advocacy, outreach or an array of other talents to help improve the lives of commuters at Rutgers. We want to help those who commute to experience the same joy as any other student living on campus while helping to alleviate the stresses and complications which may occur as a commuter student. We strive to be an inclusive organization which focuses on the students here at Rutgers to build a community which all can feel welcome. We are made up of students and work for students; we thrive on the collective bargaining of each other to build a stronger and more succinct community. We hope that with a large enough voice from those who wish to join our organization and share their experiences and ideas with us and the community at Rutgers we can create a shared commuter community which opens up opportunities and a good time for all those involved.

RCSA is open to anyone and everyone who wants to advocate for and work toward improving the commuter experience and community at Rutgers University. “The Commuter Handbook was designed by the Initiatives Committee of the Rutgers Commuter Student Association (RCSA). The purpose of the Initiatives Committee is to serve as the primary voice of advocacy for commuters at Rutgers, as well as bring about major changes for commuters on campus.

In the Busch Student Center, there is the RCSA commuter lounge which also operates as an office. This tends to be the most resourceful area for commuters as there is a refrigerator, microwave, computers, television, couches, and more. Commuter Student Lockers:
Free lockers are available on a daily basis at the College Avenue, Livingston, and Douglass Student Centers. These lockers can be used by any student who needs to temporarily store a few items while they attend their classes or activities throughout the day. Please see inside of the lockers for operating instructions and policies. If you have any questions or need assistance, please go to the Information Desk.
USE POLICY:
*ITEMS MUST BE TAKEN OUT OF LOCKERS BY MIDNIGHT * or at earlier building closing times during the semester breaks
Building staff will unlock the lockers each night at 12:00am during the Fall and Spring semesters or at earlier times during breaks and holidays. Your items must be removed by these times or they will be considered lost and found. Please refer to the Student Centers Lost and Found policy for more details at: http://studentcenters.rutgers.edu/lost-and-found/

Permits
Commuters who want to park on campus must purchase a parking permit. All commuter permits MUST be purchased online.

Permit types (as of 2018):
- Zone A (College Ave. Deck) & D (Douglass Parking Deck) -$375.00 annually.
- Zone B,C, &L (Surface Lot permit)- $165.00 annually; $110.00 8 month after January 1. (Price includes State Sales Tax)
- A half-year permit is not issued during the Fall Semester
Commuter students can switch their permits to a different zone once a school year if space is available. However, commuters cannot switch to Zone A.

Parking Tickets
You can pay your tickets…
- Online at https://rudots.t2hosted.com/Account/Portal
- In person:
- At the Department of Transportation Services office
- Cash, check, money order, credit card in your name only (Visa, MasterCard, Discover), or RU Express Card
- Coins will not be accepted for payments totaling more than $1.00 dollar (rolled or otherwise).
- By mail:
- Make check or money order payable to Rutgers, The State University of New Jersey
- Send to Department of Transportation Services (see below)
- Postmarked within 20 days of the date the ticket was issued to avoid a late fee
Late Fees:
If payment is received after 20 days and before 30 days from ticket issuance, you will be charged a late fee of $5.00. If payment is made after 30 days from ticket issuance, you will be charged a late fee of $10.00.
Consequences:
Failure to pay tickets will result in a university hold barring students from:
- Class registration
- New parking permits
- Receiving grades
- Receiving transcripts
- Permit refunds – ticket and late fee amounts will be deducted
- Graduation
- Unpaid tickets will eventually be sent to a collection agency to ensure payment.
Appeals:
Appeals must be made online only within ten calendar days of issuance of the ticket. The appeal can be made online: https://rudots.t2hosted.com/Account/Portal
- Restrictions (If any of these are reasons for the appeal, the citation will be upheld):
- Could not find a legal parking space.
- Did not know policies or regulations.
- Did not see posted restrictions
- Could not find a convenient parking space.
- Had four-way flashers on (emergency flashers)
- Did not have enough time to park properly.

NJ Transit 25% Student Discount Pass
NJ TRANSIT, in partnership with several colleges and universities in New Jersey, offers a 25 percent discount off NJ TRANSIT’s already discounted rate for monthly passes to students who purchase their pass online.
- The discount is available for Rutgers University full-time undergraduate and graduate students for rail, bus, or light rail monthly passes
- 25% discount is off of the regular monthly pass price
- Students must apply online – NJ Transit Quik – Tik Program
- Students must enroll by the 10th of the month to receive a pass for the following month. (For example, to receive a monthly pass for October, you must sign up by September 10th.)
- The monthly pass will be sent to you directly through the mail
- A non-refundable $3.00 processing fee will be applied by NJ Transit each month, in addition to the fare for the monthly pass

*As an alternative to the mailed monthly passes, you can go directly to New Brunswick Train Station, fill out a Student Discount Pass form (needs to be stamped in Office of Academic Services), and hand in the form to receive the discounted pass on the spot without needing to pay the $3.00 processing fee.*

Rutgers University Department of Transportation Services (RUDOTS) manages and operates the on-campus bicycle rental program. The rental program’s fleet of bicycles is available to rent at various locations throughout the Rutgers New Brunswick Campus.
Users are required to register for the program prior to renting a bicycle. Once registration is complete, users may log in to the automated bicycle rental system and check out bicycles.

Just like many college campuses, Rutgers has its own police department which is dedicated to increasing the safety of students both on and off-campus. However, there are other off-campus safety services that every Rutgers Student should be aware of.
Rutgers University Police Department (RUPD)
- RUPD not only serves on campus, but it also serves the areas surrounding the Rutgers-New Brunswick campus.

Public Safety
- Rutgers has its own public safety department, which responds to emergencies, suspicious activities, crimes, security, and safety concerns in the Rutgers area.
- Due to the Clery Act, transparency around on and off-campus crime policy and statistics is required for institutions such as Rutgers University.
- Notifications will be sent out for incidents that occur around the campus area.

Knight Mover
- Another service that is available to all Rutgers Students is the Knight Mover, an individualized service from all Rutgers-New Brunswick and Piscataway campuses.
- The Knight mover is a safe transport option that can be used to get around campus when the bus system is unavailable. It runs from Monday-Thursday, from 3 AM to 6:45 AM. During other times, the regular bus system may be used.

As a commuter student, it is important to remember that you have access to the same facilities that all residential students do. This includes both mental and physical health resources located on campus as a part of Rutgers Health Services. Rutgers University is committed to ensuring the mental and physical well-being of all of its students. Here are a couple of resources that are available on campus for you:
Rutgers Counseling, ADAP, & Psychiatric Services (CAPS)
Rutgers CAPS is a resource that is a division of the Rutgers Health Services, and serves to help students deal with any mental health issues that they may feel burdened with. They deal with issues ranging from exam stress to more complex issues such as depression or suicidal thoughts. CAPS is the premier resource on campus to ensure that your mind is working just as well as your body may be, and as a Rutgers student, you are entitled to all these resources.

Rutgers Medical Services
Rutgers Medical Services is a resource available to Rutgers students to be used as their primary care on campus. They are a group of board-certified, dedicated professionals in the field of College health, and are comprised of physicians, nurse practitioners, registered nurses, and medical assistants. They help with a range of services, including primary care, women’s health visits, men’s health visits, STI testing, and more.

Rutgers Pharmaceutical Services is a service offered by Rutgers Health Services that essentially acts as your own pharmacy located here on campus. Mainly, they provide both prescription and over-the-counter medications, in addition to most items commonly found at pharmacies including first aid supplies, vitamins, personal care products, and safer sex products.

Rutgers Health Outreach, Promotion, and Education (H.O.P.E)
Rutgers H.O.P.E is a division of Rutgers Health Services dedicated to fostering and cultivating health and wellness at Rutgers University through outreach and education. They work with students to help them learn and then further promote Rutgers’ ideals of personal and community wellness to many more Rutgers students. They offer student leadership positions and work with the university and larger community to prioritize wellness.

Rutgers Travel Medicine
Rutgers Travel Medicine is a division of Rutgers Health Sciences that helps students who intend on traveling plan their medical necessities out beforehand so that they are all set for their journey. Rutgers offers two additional meal plans to fit the needs of apartment residents, commuter students, and others living off-campus who want the convenience of an occasional on-campus meal. Both these plans also allow the same flexibility as the other plans, as well as the ability to use up to 10 meals each semester for guests. Off-campus and students residing in university apartments may select any of the meal plans, including the 75 or 50 meal plans, but they are not required to have one.

Where can I spend my time between classes? Instead of heading home or dreading your time between class, the key to success is to stay motivated and find where you feel you belong. We recommend the typical spots like the library, student centers, the recreation centers or maybe a local café. Make an effort to see what each campus has to offer. RCSA also has two commuter lounges in the Busch and Douglass Student Centers, where you can find other commuters, and an RCSA officer to hang out with and answer any questions.
How do I get involved on campus? Getting involved on campus is easier than it seems. Start by becoming a part of RCSA and coming to our meetings and events, and most importantly think about what interests you. Rutgers has an online resource, getINVOLVED (http://getinvolved.rutgers.edu) which helps connect students with their interests. You might have already created a login during orientation and it is a great resource to see what is available. There is also the Involvement Fair at the beginning of the academic year which brings together all the existing clubs that you can join.
What services are available if I’m struggling academically or worried about my academic success? College is hard, however, you are not alone! On every campus there is a learning center which offers one-on-one and group tutoring, academic advising, study groups, and academic workshops made to develop better studying skills. There are also office hours made available by professors and online resources. Don’t neglect your mental and physical health! Take a break and look into mental health services when needed or maybe release some stress at the gym.
Will I be able to park overnight? Depending on the type of parking pass purchased some allow students to park overnight from evening to early morning.
